Why does Phione appear in the Pokedex before Manaphy?

You have to breed Manaphy to get Phione, so why isn’t Manaphy first?

The fact that me choosing to marry Azura in FE Fates Revelation prevents me from creating enough couples to get all of the kids really peeves me.
